Boil the potatoes, slice and pour with some vegetable oil.
Slice fine the tomatoes and pour with the oil.
Pit the olives.
Boil the green beans, chop and pour with the oil.
To prepare the dressing combine the vinegar, mustard, salt, pepper, sugar and the remaining oil.
Put the beans in the center of the salad bowl, put the potatoes around, top with the tomatoes and pour with the salad dressing.
Garnish the salad with the anchovies, olives and capers.
