Soak chili pepper in cool water for 5 minutes. Then take off the fruit stem and seeds, cut the pod finely.
Dice tomato, sweet pepper and apple finely. Soak sultana in white wine.
Heat vegetable oil together with butter in a pan. Put there cut chili pepper, chopped garlic and onion, fry slightly the mass until softens. Add ground beef, fry, stirring and crushing lumps, for 2-3 minutes. Then fry, stirring constantly, for 4 minutes, add tomato, sweet pepper, sultana with wine and fry for 5-6 minutes.
While serving put equal portions of rice on the plates with curry and sprinkle with curry powder.
