Cut butter together with flour until crumbly texture. Add water and knead dough quickly. Refrigerate for 1 hour.
Roll the dough into a layer 10 inches (23 cm) thick, pierce the base with a fork. Refrigerate for 15 minutes. Preheat an oven to 390oF (200oC) and bake the base for 10-15 minutes.
Boil broccoli in simmering salted water. Drain the water. Cut sweet pepper into rings.
Whisk eggs together with milk and cream, add 2/3 of the grated cheese. Season with salt and pepper to taste.
Sprinkle the baked cake with the remained cheese, put the broccoli stalks and cover with the egg mix. Space the broccoli heads around and place the sweet pepper in the center. Bake for 30-40 minutes.
The base could be prepared beforehand and heated just before making a tart.
