The International day of children protection has been established in 1949 at the Moscow session of the Women International democratic federation Council. And they have lead the first-ever Day of children protection already in 1950 in 51 countries. It is the day of world public opinion mobilization on struggle for children protection against threat of war, for preservation of children health, for realization of their education and education on a democratic basis.
In 1959 the United Nations has accepted the Declaration of child rights, which included articles calling parents, the state bodies, local authorities and the governments, the nongovernmental organizations to recognize the rights stated in them and freedom of children and to aspire to their observance.
Unfortunately, the declaration had only recommendatory character and had no binding force. There was a need of other laws which could oblige and punish. And on November, 20th, 1989 the United Nations has accepted the Convention on child rights, which was signed by 61 countries. |
